City of Manassas Park Names Thomas Johnson as Budget Administrator

Manassas Park, VA – The City of Manassas Park is pleased to announce the appointment of Thomas Johnson as its new Budget Administrator.

Johnson joins the City with more than 35 years of experience in federal budget development, financial planning, program oversight, policy development, and performance management. He most recently served in the White House Office of National Drug Control Policy and previously held leadership and budget-related roles within the Department of Defense.

As Manassas Park’s budget Administrator, Johnson will help lead the City’s annual operating and capital budget development process while supporting long-term financial planning and organizational performance initiatives. “As Manassas Park evolves, our focus needs to be on balancing economic growth with the disciplined fiscal transparency our taxpayers deserve, and Thomas brings a depth of experience in public sector budgeting and financial management that will help us achieve these goals,” says City Manager Carl Cole. “Throughout the hiring process, it became clear that he understands the opportunities and challenges facing our community and views sound financial planning as the foundation for building a resilient future.”

Throughout his career, Johnson has led budget formulation and execution efforts for large and complex organizations, developed performance management frameworks, and advised senior leaders on fiscal priorities. His experience spans multiple federal agencies and includes extensive work supporting strategic decision-making, organizational effectiveness, and resource management.
